Where it is
Arrábida, just outside Lisbon, is one of the most popular paragliding sites in the area for exactly that reason — easy proximity draws both local and visiting pilots, especially on weekends. The takeoff is an easy gravel field with room for two or three gliders, set up for a reverse launch. For pilots with the altitude and glide ratio to spare, one classic flight here crosses the river to reach Tróia beach opposite Setúbal, though it's worth being confident in the numbers before committing to that crossing. Both takeoff and landing are easy to reach by car, and there are no special access restrictions beyond one important seasonal rule: flying is banned here from mid-June to mid-September, so this is strictly an off-season and shoulder-season site. Landing is right on the beach, or on the grass just behind it when the beach is crowded, with a few grassy patches near a beachside bar convenient for packing up — many local pilots wrap up the day there with a drink after flying.

Flying is prohibited from mid-June to mid-September — plan visits outside that window. A river crossing to Tróia beach is a popular flight for pilots with enough altitude and glide ratio in hand, but it should only be attempted with a confident safety margin.
